I have the honour to acknowledge your letter
of April 6th. informing me that for reasons assigned you do
not propose to ask me to submit the Rule of Court made on
December 7th. to the Legislative Council. I return the Rule as
requested.
2.
In the third paragraph of your letter under
reply you request ne to forward to the Secretary of State the
request contained in the subsequent paragraphs without reference
to other matters referred to in the letter. I would surrest that
in these circumstances the better course would be for Your
Honour to adopt the usual procedure set out in the latter part
of Colonial Regulation 218, and to forward to me a letter
addressed to the Secretary of State rather than that I should
transmit a ruutilated and unsigned portion of a letter which is
in part addressed to myself in the 2nd. person, end in part
apparently to the Secre ary of State referring to myself in
the 3rd. person (paragraph 4 (3) ). I would draw Your Honour's
attention to the omission of the number of the rule referred to
in the 10th. line of paragraph 4.
